Northstar provided siting, permitting, engineering and design, procurement, pre-fabrication, construction and commissioning for a satellite LNG facility.
THE NORTHSTAR SOLUTION
The facility consists of two (2) 70,000 gallon shop fabricated storage tanks, a remotely heated shell and tube LNG vaporization system (650 MSCFH), an LNG boil-off handling system, hazard detection, fire protection, LNG truck unloading, an odorant system, a remote heat source water/glycol system, associated piping and valves, security system, pipeline tie-in, electrical tie-in and AC/DC distribution, a standby generator, a SCADA Human Machine Interface (HMI), and an ESD system.
The design strategy involved the use of a vapor barrier around the site as well as remote spill impoundments to contain all hazards from LNG spills from a tank, process or truck within the property lines of the facility. The project approach included prefabricating the major components of the facility (control/process building, vaporizer skid & LNG truck unloading skid) in order to minimize on-site construction. On-site construction was completed within 5-months.
The facility was sited, permitted and designed in accordance with the Massachusetts Energy Facility Siting Board and 220 CMR 112.00 with reference to US DOT 49 CFR Part 193 and NFPA 59A. This was the first LNG facility installed in Massachusetts in over 30-years.
